Title: Extended Part C Option

Introduction:
The New Mexico Department of Health, as the lead agency for the Individuals with Disabilities Education Act (IDEA) Part ‘C’, is applying for funding through a State Improvement Grant (SIG). This application is for the “Extended Part C Option” in accordance with the Individuals with Disabilities Education Act (IDEA) PL 1-808-446 Sec. 635 (c).

The State Improvement Grant (SIG) will enable New Mexico to provide the Extended Part C option for parents of children who are determined eligible for IDEA Part B for the child to remain in Part C Early Intervention until the beginning of the next school year after their child turns 3.

As part of this State Improvement Grant the following are included:

  • Draft Policies and Procedures for the Extended Part C Option that have been developed jointly with the Public Education Department – Special Education Bureau, as required under Sec. 635 (c) (1)

  • A budget indicating the proposed use of the American Recovery and
    Reinvestment Act (ARRA) funds for the Extended Part C Option.
    The final State Improvement Grant (SIG) application will be submitted after the public participation period ends on July 27th 2009.

Public Comment:
The Department of Health will be accepting comments regarding its application for funding through the State Improvement Grant (SIG) for American Recovery & Reinvestment Act (ARRA) funding for early intervention services provided through the Family Infant Toddler (FIT) Program. The application is being submitted to the US Office of Special Education Programs at the US Department of Education.

This SIG will provide funding for early intervention services to children and families until the beginning of the school year following the child’s third birthday. Announcement of the public participation process has been made through legal notices published in five New Mexico newspapers and through parent and provider e-mail lists, as well as being posted on the FIT Program website.

Where the Public Comments should be sent:
Written comments may be submitted until July 27th 2009, via e-mail to fit.program@state.nm.us or faxed toll free to 1-877-829-8838.

An opportunity for oral public comment will also be given at two public hearings:
